A manufacturer is not going to grind off their numbers simply because its a second. However, grinding the serial number off intentionally like the picture above is something else entirely because there's usually a reason somebody did that (i.e.stolen property). Things that have serial numbers affixed with stickers and decals and such can get damaged or worn with time might not be unreasonable.
